Named after Saint Charles Borromeo, the city of St. Charles was platted in 1854 and officially incorporated in 1870 โ making it one of the older communities in the region. It sits at the crossroads of U.S. Highway 14 and Minnesota State Highway 74 in Winona County, perfectly positioned between Rochester to the west and Winona to the east.
With a population of approximately 4,000, St. Charles is a vibrant community known for its natural surroundings, strong schools, community events, and deep local character. The city is served by St. Charles Public Schools (ISD 858), and community life revolves around its seven parks, an aquatic center, golf club, and the landmark Whitewater State Park just minutes away.
Interstate 90 enters immediately south of the city โ making St. Charles one of the most accessible small towns in the region for commuters and business travelers alike.

Whitewater State Park
Just 7 miles north of St. Charles on Minnesota State Highway 74, Whitewater State Park encompasses 2,700 acres of picturesque limestone bluffs, deep ravines, and pristine trout streams. Established around 1920, it protects some of the most beautiful terrain in the entire Whitewater River Valley.
The park is an angler's paradise with brown, brook, and rainbow trout swimming in the spring-fed Whitewater River and Trout Run Creek. A sandy swimming beach is open May through Labor Day, and multiple campgrounds keep visitors coming back year-round.

The Gladiolus Capitol of the World
๐บ Carl H. Fischer & Noweta Gardens
St. Charles earned its iconic title thanks to local resident Carl H. Fischer (1907โ2005), a world-renowned floriculturalist who established Noweta Gardens in 1945. Fischer became the world's leading hybridizer of gladiolus flowers, creating hundreds of distinctive varieties and growing fields of gladiolus in and around St. Charles for decades.
His extraordinary achievements earned him 80 "All American" variety awards and the Society of American Florists Gold Medal Award โ the highest honor in American floriculture. That legacy is celebrated every year at the city's signature festival.
City Parks, Aquatics & Golf
St. Charles maintains seven beautiful city parks and a state-of-the-art aquatic center, with something for every age and season.
City Park
Three rentable pavilions, four sand volleyball courts, two playground areas, and bike/walking trails along the Whitewater River connecting to the larger city trail system. Open space for soccer, kickball, and frisbee.
Jessens Park โ 30 Acres
The city's only dog park (Lions Club partnership), an 18-hole disc golf course, a spring-fed fishing pond stocked by the MN DNR, and a 200+ foot sledding hill for winter. The most diverse park in the system.
Kieffer Park โ 14 Acres
Donated by local resident Paul Kieffer. Features playground equipment, a pavilion, and wide open space for soccer activities. A community-minded gift to the city.
Whispering Hills Park โ 9 Acres
Located in the Whispering Hills Subdivision, donated by Gathje Construction through the Parkland Dedication Ordinance. Neighborhood green space in a growing part of the city.
Meadow View Park โ 9 Acres
On the northwest side of St. Charles, featuring a baseball diamond, playground, and parking. Donated by Geib Construction โ another example of local investment in community recreation.

Neighborhood parks serving residential areas with green space and recreational amenities โ quiet spots for a morning walk or an afternoon outdoors.
๐ Mel Brownell Aquatic Center
St. Charles's state-of-the-art seasonal aquatics facility is one of the finest in the region. Open June through August, it features a 181-foot water slide, six lap swim lanes, diving board, drop slide, zero-depth entry with three water features, large sun deck, and a concession stand.

Designed by Wayne Idso and opened in 1991, this semi-private 18-hole par 72 course is nestled within the rolling hills of southeastern Minnesota. The course features First Fairway Apples โ an orchard with six varieties of apple trees planted in 2018 โ giving it a uniquely local character.

Held at the Winona County Fairgrounds at 560 W. 6th Street on the west edge of St. Charles. Features 4-H & Open Class competitions, food, games, crafts, music, tractor displays, and demolition derby. Approximately 40,000 attendees annually.

A winter celebration featuring outdoor activities, sledding, and an Ice Bar โ making the most of Minnesota's cold season with community warmth and fun.
